The City of Hialeah State Housing Initiatives Partnership (SHIP) Program provides assistance to eligible first-time homebuyers purchasing a new or existing home within the City of Hialeah.

The program can provide assistance with down payment, closing costs, and rehabilitation for eligible homebuyers.

Under the City's current 2025–2028 SHIP plan, the Purchase Assistance Program may provide up to $150,000 in assistance, depending on the household's income category and program requirements. The assistance is structured as a 0% deferred-payment loan with a 15-year term and may be forgiven at the end of the affordability period if all requirements are met.

Realtors

Does the City of Hialeah have an approved Realtor list?

The City of Hialeah does not currently appear to publish a public approved Realtor list for its SHIP Purchase Assistance Program.

The City's current program documents specifically instruct applicants to work with their real estate agent to locate an eligible property in the City of Hialeah.

Realtors interested in working with Hialeah DPA buyers should contact the SHIP program to determine whether the City has any current Realtor registration, referral, or participation requirements.

Lenders

Does the City of Hialeah have an approved lender list?

The City of Hialeah does not currently appear to publish a public list of approved or participating mortgage lenders for its SHIP Purchase Assistance Program.

However, a mortgage lender is an important part of the transaction.

The City's current application and pre-closing requirements include:

  • Mortgage Qualification Pre-Approval Letter
  • Approval from the First Mortgage Lender
  • Required loan documentation
  • Closing documents submitted for City review

The lender must work with the buyer and provide the required mortgage documentation for the City's review and approval.

How Can a Lender Participate?

Because the City does not currently publish a public lender-registration application or lender list, mortgage professionals interested in working with Hialeah SHIP buyers should contact the City directly to confirm the current lender requirements.

Hialeah DPA Program Highlights

  • Assistance may be available for down payment and closing costs.

  • Property must be located within City of Hialeah limits.

  • First-time buyer generally means the purchaser has not owned a home during the previous three years.
  • Current 2025–2028 SHIP plan serves households up to 140% of Area Median Income (AMI).
  • Maximum assistance under the current plan is up to $150,000, depending on income category and program requirements.
  • Assistance is structured as a 0% deferred-payment loan.
  • Current loan term is 15 years.
  • The loan may be forgiven at the end of the affordability period if all requirements are satisfied.
  • Mobile homes and trailers are not eligible under the current Purchase Assistance strategy.
  • The buyer must obtain a mortgage qualification/pre-approval from a first-mortgage lender.
  • The City requires substantial documentation and review before closing.
  • The City must have a minimum of 45 days to close after the required documents are submitted.
  • Funding is subject to availability and program requirements.
